The Government of NCT of Delhi is endeavoring to bring transformative change to reinforce the School Education system. Various policy and administrative initiatives have been taken to this effect, including a decision to restructure Vidhayala Kalyan Samiti (VSK). Accordingly, the fund under VSK scheme had been renamed as School Management Committee (SMC) fund to line up with the provision of RTE Act, 2009. The Government has also enhanced the allocation of funds to SMCs and earmarked the objectives and purpose for which this fund can be utilised by the schools so as to promote decentralization of decision-making process. However, being a new and significant policy initiative, the SMCs require adequate guidance and training to discharge their responsibilities effectively.  Furthermore, intensive data analysis is also needed to understand the efficacy of the system and to improve its functioning.

Terms of Reference of DDCD’s Task Force on School Education

The objective of the Task Force in School Education will be to study and recommend measures for overall strengthening of the school education system in NCT of Delhi, especially the SMCs. Following are the Terms of Reference of the Task Force:

  • Monitor the functioning of SMCs and help Directorate of Education to plug loopholes in the process by more data analysis
  • Carry out independent process analysis of SMCs by observing and collecting copies of any of the following data, or any other information as needed to fulfil this responsibility:
    • Meeting notices, SMC members’ attendance register/record
    • Minutes register/record
    • Details uploaded on SMC app
    • Bills/vouchers etc. pertaining to the utilization of SMC funds
    • Other related documents
    • Talk to any of the school officials or SMC members, as necessary


  • Prepare periodic reports based on data analysis and submit the same to DDCD
  • The Task Force may also study and recommend measures for overall strengthening of School Education system in GNCTD
