The Delhi Government and Centre for Effective Governance of Indian States (CEGIS) signed a Memorandum of Understanding (MoU) in November 2020 for carrying out a detailed study of measures for state revenue augmentation. CEGIS will offer technical and analytical support for data analytics, and implementation of policies in priority areas of the government to improve the governance and public service delivery in Delhi. This includes robust data analysis on aspects of tax design and tax administration.

The engagement will focus on two specific projects –
(1) Analysis of trends and estimation of compliance with respect to the Goods and Services Tax, and
(2) Organizational Diagnostic of concerned departments.

CEGIS will –
a. Provide analytical, technical, and project management support through resources
b. Ensure world-leading technical standards in all projects by facilitating access to global expertise where needed.
c. Assist in identifying best-in-class partners for specific work- streams and provide oversight over partners to control the quality of their output.
